Archive a project
Hides the project from the default project lists and refuses new payment
links, bulk links, payment schedules and contracts on it; a payment page
for one of its links reports the project as unavailable. Existing
transactions and reports are untouched. Idempotent, and reversible with
unarchive. Returns 404 if the project does not exist.
