Mints a fresh checkout link and emails the payer the "outstanding payment"
reminder (with a Retry payment CTA). Used by the dashboard's per-occurrence
Retry action on a failed run: pass that run's id as run_id so each
occurrence keeps its own link while repeated clicks on one occurrence reuse it.
