Create a webhook destination

Adds an additional webhook endpoint with its own URL, event subscriptions,
and signing secret. A client can configure at most 10 destinations.

The plaintext signing secret is returned only in this response — it is
encrypted at rest and cannot be read back, so store it immediately or
rotate the secret to obtain a new one.
