Delete a draft operating company

Permanently deletes an operating company that is still a DRAFT and has
no projects attached. Nothing has been submitted to the payment network
for a draft, so there is nothing else to retire. Returns 404 if it does
not exist, and 409 if it has already been submitted (ask an administrator
to deactivate it instead) or a project still points at it (move or
archive that project first).
